It happens to other item as well, this is just an example of what happens, seems like bug to me.

I'm having problem moving mods from one relic to another relic as shown in the picture link https://imgur.com/a/XDUTHt0 At first i thought that you cant move a mods from medallion to totem, but it turns out i can move mods from medallion to totem as displayed by the mystical (purple) medallion next to the one (blue) i want to move. Both item are the same grade (campaign). I'm really confused, what is the rule in moving mods? why cant this work?
