Doubtful, there is no fluctuation in the 1400ms settings failing.

I know this was changed because I have a macro on my mouse to fire it off every 1200 milliseconds. Now to have it fire without getting the (ability still on cool-down message) it needs to be set to 1400ms. Not saying this is bad, just letting everyone know.
