What quality are perf rocks?

I was wondering because im going to auction my cube and am wondering if i have to be level 90 to use my perf rocks once i get them.

Are Procks for real or are they all hacked. Its hard to believe the rocks are real knowing how the RNG works and I have been in several shops where there are 10-15 perfect rocks on the floor. It doesn't make sense. Perfect items in this game are vary rare if ever.

In my experience they usually aren't perfect from the get go, those are very rare. Usually you have to spend around 100 points to make them all 600. The real perfect ones clean and lvl 1 are possible, but very very rare.

Wow so you get ultimate level stats at 70. seems legit

Certain items have a minimum level requirement based on the item descriptor, not the item quality. This isn't common. A good set of examples are the halloween spook weapons. I have gotten several supreme and ultimate sicarius weapon drops and they all are level 70 minimum requirement to wield.
