Including the stuff I upgraded in 7.09 (aka with the cap already in place)

Yeah thats stupid, patch 7.09 elemental items just got nerfed by another 37% so like 74% total or something close to that. -.-

The base ele damage took a nerf with the scaling now.

I was afraid of this, since the only reason I could think of why they wouldn't have made the original nerf retroactive is if they don't store this kind of data.

I just picked up a decent Ignis before the patch dropped, logged out and in to patch, and now it's a craptastic Ignis. At 1/27 upgrades.

Pretty sure that the extra nerf was unintentional. Hotfix inc.

Pretty sure rookie mistakes are something we're used to now. I'll piss and moan and continue playing, but this is seriously incompetence at it's best.
