Stats on items ranging in value, how will we know we getting the best possible?

Right now you can tell your items are good enough because of knowing the max stats on each difficulty, but with stats being random how will you ever know?  This is why we need some kind of ipower system so we can look at are ipower and each difficulty will have a ipower rating showing what ipower you need to be to get best possible stats.
Unless only secondary stats range in value and not primary?
