Very weird bug or something. As i open the game, it runs perfectly and after some minutes (about 10) it looks as if the game locks the fps for some reason. Found also that if i tab out of the game it removes fps lock. And when tabbed out for some mins gpu usage goes up to 99% while tabbed in it's super low. Game is unplayable.
PC SPECS
i3 2100 3.1 GHz
8 gb of ram
r9 270 2 gb

What graphical settings are you running? V-Sync enabled? What's your monitors refresh rate (Hz)?

I had this problem with fullscreen when i alt-tabbed.

When i switched to windowed fullscreen it was all fine. now i can alt-tab as much as i want

No it does not matter what settings it is, i tried all settings. Problem occurs randomly after some minutes of gameplay. So basically i play 1 game then have to restart game to remove fps lock.

Go into your Radeon Settings (for your GPU) and check to see if V-Sync is being forced on from there.

Also try windowed fullscreen with these graphical settings:

Texture Quality: Medium

Anti-aliasing: 2

Anistropic Filtering: 2

Detail Draw Mesh Distance: None

Vsync: Off

Enable Dynamic Shadow: Off

Postprocessing: Off

Shadows are whats going to kill any games performance with lower end GPU's.


Edit: I disabled my V-Sync to see if I could get higher frames. I was still capped at my monitors refresh rate. However I did go to the UDKOptions.ini.local file to see if it was setting bDisableVSync=False, and it was. So it might be a hardcoded 60FPS limit, probably to prevent exploits (However I may wrong about this, as this is just a guess). 


Upon further inspection of the files, I did find this on line 744 in the UDKEngine file:

UseVsync=True

Doesn't seem to matter whether VSync is toggled on or off in-game. It's possible that this line is overriding the UDKOptions.ini.local file.

I only have a couple more things before I'm stumped. Can you download HWMonitor and tell me your temps for both CPU and GPU before the lock and then after the lock? I have a feeling your GPU may be throttling itself.

That is... odd. What's your CPU usage right before, during, and after the lock? Along with your GPU usage before and after.  Also, what's your power supply? It's possible, albeit very unlikely that your PSU is unable to supply enough power to your GPU.

Does this happen on any other games, if so, what games? 

Apologies for having to ask so many questions. I just really want to help you solve this.

My power supply has 600 Watts. It's a few years old so maybe it's bad? I've never had this problem before.

Once played witcher 3 for +8 hours, 30 fps maxed out on 1920x1080.

Try uninstalling the game and then re-installing it. 

If it was throttling itself it wouldn't be from this game. And you wouldn't have been able to play the Witcher 3 without noticing any performance issues if your PSU was bad. If uninstalling and reinstalling doesn't work, we're gonna tweak some settings and see if we can get it to stop the FPS locks.

You could try verifying cache. I believe that checks to see if any files are corrupted or missing.
